The Authority of Cumberland County is seeking a qualified candidate to serve as the Authority’s Human Resources Director. The HRD is responsible for the Human Resources and Employee Benefits functions for The Authority which is comprised of non-exempt and exempt employees. The position provides services essential to the mission of The Authority and the day-to-day-operation of the Human Resources Department including, but not limited to, complex technical and administrative duties, personnel functions and programs including in the areas of employment recruitment, workers compensation, benefits administration, classification and compensation, employee relations, and liability claims; provides information and assistance to Authority employees regarding human resources activities, processes, policies, and procedures; prepares various correspondence and memoranda; coordinates activities related to area of assignment; and performs a variety of tasks requiring specialized knowledge related to area of assignment. Certification in Human Resources Management, preferred or five (5) years of increasingly responsible technical or administrative experience in personnel administration activities. Two years of college level course work in business, personnel management, or closely related field. Significant related experience may substitute for education. Bilingual in Spanish, required. Candidates must also possess strong communication skills in English and Spanish language, interpersonal, and organizational skills. The Authority of Cumberland County is seeking a degreed business professional to serve as the Authority’s Economic & Community Development Director. The ECDD is responsible for providing leadership in the development and execution of strategic initiatives that drive economic growth, enhance community development, and improve the overall quality of life in Cumberland County and the region. This role involves analyzing key economic and workforce data, fostering relationships with policymakers, businesses, and community stakeholders, overseeing grant funding and revitalization efforts, organizing major events, marketing the County, maintaining a realty database, and ensuring transparent communications with residents and businesses. The ECDD will also serve on multiple boards to support economic and community development initiatives. A Bachelor’s Degree in Public Administration, Business Administration, Economic Development, Urban Planning, or related field is required. Candidates must also possess strong communication, interpersonal, and organizational skills as well as substantial experience in municipal planning, building, community development, or economic development, including at least three (3) years of supervising experience.
