County Improvement Authority to Finance, Manage Construction of Vineland’s New Police Facility

The Cumberland County Improvement Authority (CCIA) has entered into a shared services agreement with the City of Vineland to finance and construct New Jersey’s largest municipality’s new Police Station on Plum Street. The current Vineland Police Station, located on Sixth Street, was originally constructed in 1966.

According to CCIA Executive Director Gerard Velazquez, the CCIA will undertake the general contracting, project management and financing for the new public facility. The agreement also allows for the city to ultimately own the facility after the lease term.

Velazquez pointed to several projects including the County’s new technical high school and the Center for Workforce Development as recent examples of the CCIA’s proven abilities to complete major projects on-time and on or below budget. He explained that at the completion of the city’s lease agreement with the Improvement Authority, ownership of the estimated 45,000 square -foot police facility will be transferred to the city for $1 at the end of the lease term.

“This is exactly the type of project the CCIA was established to manage and support,” Velazquez said. “The Improvement Authority has a strong record of completing projects on-time and under budget and the benefits of our project financing and management models can be leveraged for all size municipalities.  We salute Vineland for partnering with us for this venture and we look forward to providing them services that will result in a suitable, state-of-the-art public safety facility.”

Project specifics regarding the scope of the project, construction schedule and facility features will  be announced in late July.
